It seems to me that these guilty perps with long rap sheets but still walking around free to steal and whatever else, are a kind of time bomb; and pity the LEO with the bad luck to be the one who encounters the perp when he pulls his next felony; especially after the recent fracases in Ferguson and Staten Island.

The 'black community' is up in arms about the grand jurys not indicting the police officers, but look at all of breaks the perps routinely get. If they have a long rap sheet, but are still on the street, aren't they getting the benefit of the doubt from the legal system? They want it both ways.
