After a bill becomes law I’m not real certain how it goes away.

It's pretty easy.

Any current legislature can cancel any previous legislation.

The CRs and omnibus need to go away and budget bills need to be done again.

So the current house and the current senate needs to send a bill to hussein. In turn he will sign it and pretend it never happened.
