Interesting how this parallels the education department cracking down on blacks being expelled from schools. Rather than dress the cause (behavior) they attempt to control the punishment.
The false implication is that the 3% of young black males who commit 50% of violent crime in America are somehow unfairly targeted when they are targeted because of their illegal behavior, which places mostly blacks (93% of black murder victims are black) at risk.
When that feeling is irrational, pathological and the product of demagoguery, that is a problem for white America. If the powers of government are devoted to aggravating racial animosity for political gain, those who are about to the victims should take note.
