That does not look like a carcass in which a considerable explosion occurred. Also, taking out a flying bird by rifle? Possible, but difficult.

That looks like a trained falcon. Prominent leg band, radio tracker (not a GPS device attached to its head), I have seen this setup before on falcons or other domesticated raptor.
