But a majority-black neighborhood could say openly and publicly, that they opposed a Whole Foods store opening there, because it might bring in too many whites.

Have you ever noticed that a “historically black” community is said to be in need of preservation (though it may have only been majority-black for the last 20-30 years), while majority-white communities are said to be lacking, and in need of, “diversity”?
