I read somewhere the trading of soft drinks purchased with EBT cards is an underground activity in Appalachia. The trade with convenience stores somehow gets cash in the hands of the EBT card holder to buy meth and oxy.

I wish your comment was an exaggeration, but it’s not. I have a friend that works at a Walmart and complains about this kind of thing. He also complains that some use EBT cards to buy items that they then sell in their own stores.
