Can they read (either print or cursive)? Speak? Can they send a coherent email?
I’ve seen these “graduates” and work with them; in a “white” grammar school thirty years ago they’d be at about a fourth-grade level in reading, writing, and arithmetic.
And do they hold contempt for their customers and the people who employ them?
The writer of the article is confusing credentials with competence, which as you point out, is not the same.
