Unitl, in what can only be described as cluelessness, or shrewdness one of the town councilmen told the local paper he was “shocked and concerned” about the sudden increase in shotgun sales and concealed carry permits being submitted to the Orange Cty Sheriff’s office. The crime rate in Chester plummetted overnight and eventually Mayor Guliani had the homeless moved out of that facility and the city sold the property.
