Maybe that is why we are still plagued with them.
Many times in U.S. History, just not since 1964, when "Black Skin Privilege" began.
Just google images of notable historical U.S. riots (generally, no need to mention "black) and the most ubiquitous images will be of the National Guard with loaded weapons looking for looters to shoot, irrespective of race, color, religion, sexual orientation or national origin.
It was not only tolerated, but expected of a rational, non-suicidal society.
