Call it a small amnesty with only 5 million illegals and no pathway to citizenship. The stupid American people will put up with that.
Then 2 years from now, after this unconstitutional precedent has been set on a small scale amnesty, we will give an unconstitutional full blown amnesty for all 25 million, with a short pathway to citizenship.
