Is di-tel-li simply a transliteration, or is there an underlying meaning?

Transliteration.

Each of the three Chinese characters are pronounced respectively : DI, TEH and LI

底 read as DI , means ground, bottom or foundation

特 read as Teh, means Special or exceptional

律 read as Li, means Law
