Funny you say that, up until about 1993 EVERY 1040 Booklet stated on the First Page “That our TAX system is one of Voluntary Compliance”
It’s “voluntary” in that a hapless taxpayer submits the forms saying what he has paid and still owes. It’s like providing his own noose if he has a lot of income. So many earlier Americans genuinely thought that this tax would affect “only the wealthy”.
