We The People grant authority to Congress.
Either chamber, the House or the Senate, can shut it all down.
All either one of them has to do is “do nothing”.
Convene, tell a few jokes, have lunch, adjourn, and go home.
The entire federal government then comes to a screeching halt.

The Constitution of The United States
Article 1 Section 1
All legislative Powers herein granted shall be vested in a Congress of the United States,
which shall consist of a Senate and House of Representatives.

Article 1 Section 5
Each House may determine the Rules of its Proceedings,
punish its Members for disorderly Behaviour, and,
with the Concurrence of two thirds, expel a Member.
