IIRC, it didn’t free anyone in the United States,
but just in the Confederate States,
in which, at the time of the Proclamation, it had no authority.

The Emancipation Proclamation was an illegal and unconstitutional act that freed no one.
Basically true and what's worse it was the first departure by a President from the strict restrictions imposed on the office by the Constitution and set the precedent for a lot of the fooling around with our Republic that has taken place since, Teddy Roosevelt, Woodrow Wilson, FDR, LBJ....etc.etc.
