The State of the Union communication is a Constitutional requirement but a Speech is not specified. He can deliver it in an email. Congress can simply not schedule a speech.

The Speaker of The House has the right to NOT invite the President to address Congress. But, that would require a speaker who has some b*lls; so, it won't be happening. John Boner already said he will not do that because every time the Prez speaks people disagree, even more, with him. I say: "Not so." Keep giving him a "bully pulpit".....the more stupid, uninformed people he can win over. I wish Ted Cruz was the one with the power to make that decision. Ain't we got fun?
