For the same reason that this comes up almost like clockwork, no matter how successfully in the past we've managed to head them off-because they want it. They never give up on it, and the more we voice our opposition, the more they are forced to show their real faces, which is that they are determined to have it, and if they have to pass it or "let it pass" in spite of our continued opposition, they will just be forced to come clean about the fact that they are determined to pass it. Well yes, that's telling us what is happening, but it doesn't tell us why. THAT is the question we need to answer if we want to do something about this.
