Ya know now that you mention it, out here along the Yukon, no blks within 200 miles; no crime to speak of either; everybody is armed and last murder was 35 years back.

The Indians are rode hard by state police though, especially those that live on road system. We once taught at Indian Village, the state boys would pull every Indian over they saw; always found booze. Cops knew the local Indian's vehicles and almost every Indian had been to prison over multiple DWIs. Sad thing was the Indians usually were married and had kids. Soon as they had been gone a month or so, their wife usually walked out while they were in the pokey; so hard on families. Most these same Indians had never had a wreck either.

I guess that's how the Africans get it too and just like the Indians they felt screwed over by the law. You get a reputation of criminal behavior, the law will come after ya hard and maybe they should.
