The Constitution grants the SC “original jurisdiction” (good search term for you)in matters between a state and the feds. It is optional, they can have the matter handled by a lower court if they wish.
There are lots of cases of Circuit Justices issuing injunctions against states, but I confess I’ve found no instances of a Circuit Justice issuing one against the feds except on appeal. IANAL or expert!
