I will also say that the NAU already being on track, individual presidents don’t necessarily need to take further action as representatives to the conferences keep things going without further direction.
Of course open borders are a must. Individual presidents don’t have to grasp why, especially if a President like Obama sees it as extremely negative. He’ll want it if only for that.
