If any if those 4 voted yes we would have this bill on Obama desk?
As far as Harry Reid, I believe he is obligated to vote yes so he can bring the bill back in the future.

I think you mean vote no. I’ve heard this before and I head it this time that Reid voted “no” as a procedural matter.
Is that because he’s the majority leader, or is it for another reason?
I can’t imagine they didn’t know where they stood going in to the vote and I imagine they also knew Obama would veto it.
But it doesn’t even make good kabuki.
