Upchuck Chucky is almost on the right track ... the bill should be split three ways ... 1/3 to Africa for causing the problem in the first place ... 1/3 to Obozo personally for allowing disease carriers into the country ... and 1/3 to the New York for allowing the idiot doctor to have the run of the city.
