The Government shuts down for three days every holiday - does anyone notice? AND for two days every week of the year - I sure wouldn’t know if they are closed.
Obama made the “shut down” as painful and visible as possible. Chaining off open air Veterans monuments. Baracading parking lots where cars could pull off and look at scenic views and monuments, canceled meat inspections, etc.

According to this official announcement, very limited tours will resume November 5 (yes, just this month - day AFTER the election).
