A simple solution would be predicating government benefits on every female between 12 and 42 getting an IUD, Norplant or similar device. Or Depo Provera every three months.
As long as the government pays for your housing, food and so forth, you have demonstrated you cannot support your children - so no more children shall be allowed. Has to include the minors, since so many blacks have kids as children.
If you want kids or more kids, marry the baby daddy or get a job to support yourself to the point that you can get off benefits.
It takes months now to round up a Rent-A-Mob...er, "broader community input?"
They've probably been too busy converging on Ferguson and stretched themselves a little too thin.

thus we have a growing low intelligent populace....and this group is growing....both black and whites, but whites being as we're the majority, have a longer way to go before the low intell group equals and surpasses the higher intell group....

That will be true until the black middle class stops giving protective cover to the underclass. On my optimistic days, I think this will happen. The black middle class, which is now the majority of the black population, is moving up and out. The Hispanic middle class is moving up; the Hispanic situation is confounded by the massive, constantly renewed influx across open borders, but Hispanics, over time, work their way up. The Chinese do well. The Indians do well. Standard issue white Americans are not at the top of the income heap. Nor are they at the top of the IQ pyramid; that would be Ashkenazi Jews, the east Asians, and some of the Indians. (There is a big time smart gene loose somewhere in India ....) There is only one subculture that confuses malignant ignorance, violence, and general dysfunction with authenticity. This subculture needs to be isolated and stigmatized, and it is mostly the black middle class that must rise to that challenge.
