That would be the Democratic, Barack Obama-appointed FCC chair, who spent yesterday backpedaling from his boss on a major policy announcement. Obama went so far as to push out a video demanding unilateral action from the FCC on Net Neutrality, the latest White House distraction from the disastrous midterm elections and an attempt to show that Obama is still relevant:
As long as Im President, Obama says into the camera after cheesy, 1996-style buffering graphics, thats what Ill be fighting for, too. He may be fighting for it, but Obama clearly isnt managing for it very well. Within hours of this declaration, the man who reports to the White House on this very subject was putting a lot of daylight between Obama and himself:

Dang it all, I want my internet service rates to sky rocket because, because Obama is against it! After all AT&T, Charter and Verizon have my best interests at heart! Right?

I predict two things:
1. The ObamaNet will be enacted, not by Congress but by imperial order, and the FCC will enforce it; and
2.The unions will once again, and as always, take to the streets to support their paymasters.

You actually believe it's OK to use the power of government to tell a property owner how he may package the service offered by his property? Especially when there is no overriding moral issue?
Should we compel Exxon to sell fuel at $2/gallon? Wouldn't $2 gas be a desirable thing? Should we compel Exxon to purchase their crude from specific suppliers when Exxon is ALSO a crude producer?

Let me clarify a couple things. 1. I do not want government interference. 2. I don’t want to have to pay for the amount I use plus bandwidth.
So, I agree with the GOP stance that we do not want government interference. I also do not agree with putting internet from Class 1 (service) to Class 2 (utility).
Another clarification, this requires an act of Congress NOT the executive branch and the change explained above has been tried before and has been shot down numerous times in the past.
I hope that clears up my position.
