In the 1960s, this modifier was a synonym for "on the Soviet payroll," and applied to the leaders of tin-pot countries like Nehru of India and countless other despots put in place or maintained by Russia. They weren't literally Soviet satellites—this was to help the Russians appear to have support from world opinion that was outside of occupied Eastern Europe.

Yeah, that site seems to be pretty unvarnished Russian propaganda. Interesting if this site has been maintained performing the same function for this regime that it did for the Soviet Dynasty. They’re usually more careful to distance themselves.
