Oh I know who it was...it’s a rural area. That was a few years ago, and it’s worse now for people with all the new rules, etc.

I work for a large facility with a specific NPDES discharge permit and that is covered. Things that would normally be poured on the ground at home or at a small business can be prohibited by site specific requirements.
