Every year Congress is to pass a budget. For years they've shirked this duty passing a "continue spending resolution". Obama has never had a true budget. He's just been spending whatever he wants.

If they passed an actual budget that was less money than he intends on spending, that would be quite a cut.

But Republicans have already said they're not going to do that.
