All Congress can really do in 2015 is cut off funding, but that would mean shutting the entire government down again. This time, I would expect Obama to cut off Social Security checks, Veterans pensions, Medicare reimbursements to hospitals - anything he can to burn the country down.
That to is true. But itf they passed a good budget bill that fully funded essential government services and specifically refunded green cards and obama vetoed it, then it would all be on him.
