I did not know anyone could talk this long, and lie this much without saying anything....I hope they can shut down his funding for his executive orders....maybe impeach him on constitutional grounds.

It is a political tactic. When you have nothing worth saying, you talk around the problem to be perceived as being knowledgeable of the problem.

Or, it is a tactic to cover the lying. Many authorities on speecifying say that someone who rambles on and on does so to cover lies and a lack of knowledge.
