It is a political tactic. When you have nothing worth saying, you talk around the problem to be perceived as being knowledgeable of the problem.
Or, it is a tactic to cover the lying. Many authorities on speecifying say that someone who rambles on and on does so to cover lies and a lack of knowledge.
