I don’t consider a hello or other low key greeting as harassment. But she is under no obligation to respond or acknowledge any stranger who speaks to her no matter how harmless he may seem. This is a good thing to remind all women of. Just because a guy seems totally safe doesn’t mean he is. Bottom line she did not know them.
We may be past the age of proper introductions as a way to increase our social circle but we are not past the age of being cautious about whom we strike up conversation with.
