She must have already spent last 3 or more weeks away from any Ebola patients in Africa (if she ever did treat any at all; she is not real nurse anyway but a CDC 'intelligence' officer). Recall that Frieden was also making a (quick) tour of patients in hazmat suit just for a photo-op.
Otherwise, she, CDC and admin wouldn't have ratcheted it up to this level. This must have been planned as counter-move well ahead of the expected state quarantines by governors.
That intelligence officer title is obtained by taking some courses. Everyone who takes the courses gets the title. Another name for intelligence officer is statistician. That's what she does...creates stats...writes papers.
