One of their basic principles of governing is "Never let a crisis go to waste."
An obvious corollary of this principle is "never try to fix a crisis until you've gotten everything you want out of it."

1) Never let a good crisis go to waste - This could let the Radical Academic Socialists finally seize control of everything. You can buy a LOT of Oligarch support when you control the strings to the only known effective cure.
2) Many of the Radical Academic Socialists around Obama, including his Science Advisor, the “New” Ebola Czar, and the CDC director are Radical Population Control advocates, to “save the Earth” from humans.
