It would be illegal for Willow to be drunk since she is only 20. As for Bristol, it may not be illegal, but probably not the best behavior to model in front of your five year old child.
Never heard that law before. If true, the police should have arrested Willow, right?

Yes he was there. Bristol referred to him several times as she was interviewed by the police officers.

Public drunkenness is a misdemeanor that law enforcement chooses to acknowledge or not. It also depends on the State.
