The report appears to be posted by the St. Louis Post Dispatch as a series of 16 jpg’s. I can view them just fine, here:

The images are copywrited, so I don’t know about posting them myself... Just skimming through them, the Post Dispatch article seems to be pretty much on the up and up. But I’m really short on time today, so I could have easily missed something.
