The pallets have to be dropped off in large open areas. You can't airdrop large pallets on people's front porch.
The area is in turmoil and exactly who has control of various areas rapidly changes. It's more a matter of who gets to the drop area first.
A certain amount of loss is unpreventable.
No they don’t . Been on the receiving end of a hundred or more of such drops in my military career ... it aint pretty yet it gets done on top of your position if needed..... now with the gps guided JPADS systems its even better than my era. Just my personal experience with chute delivery and door kicked bundles ......
