Bingo! ou hit the nail right on the head. Who needs "concealed government," and other ghost stories. That's not the way Leviathan works. Washington follows the inevitable path of all institutions set up for a legitimate purpose, answering why they require top to down reformation, even if the price for that is blood.
Their reason-for-being functions are crowded out by their self-continuity functions until self-continuity becomes its reason-for-being.
Which is why TERM LIMITS must be an imperative.

This is exactly what it is. Unless or until we actually significantly reduce the size and scope of the Bureaucracy nothing will change.
We can elect Ted Cruz President in 2016 and the EPA will still be shutting down power plants and the BLM will still be running cows off the range. The NSA will still be spying on everyone and the DHS and the IRS will still be going after the Tea Party.
If you will remember recently Paul Ryan was touting his new budget idea at a conference or somewhere and he explained that 60% of the govt was the entitlement programs like Social Security, Medicare etc and 40% was essentially the govt agencies ie bureaucracy. Then he immediately started to talk about how we need to reform SS and Medicare but could not bring himself to name even one unnecessary rogue govt agency that he would shut down.
Never forget that the Republicans are not going to ever actually shut down any govt agency. They want a powerful Federal govt just like the Democrats do. The GOP just wants to be able to wield the power.
Until we actually shut down these agencies like EPA, Energy, DHS, Education, HUD etc. and lay off about 500,000 govt employees nothing will really change. Its these mid level bureacrats that make most of the laws through regulation. Most of this stuff should be sent back to the states to decide for themselves.
