I told the poll watch captain. He said it is already in the box, there is nothing we can do about it now. I moved the box to the other side of the room so anyone trying to do it again would have to go past us first - it had been just inside the door.
The procedure is that anyone turning in a vote by mail ballot must be the actual person and we must find there name in the register and check it off.
There was so many procedural problems and the ones in place were breached always. I worked the polling station for four elections.
Back in the 70’s I was en election judge for about 7 years. We voted at the rec room of of a Texas Prison Farm, very rural. We never had any issues like that but it was a democratic area back then and I never was sure what was going on at the county court house when we turned our votes in. Part of the time we had those big walk in voting machines .
If the people counting the votes aren’t honest anything can happen.
