I was thinking more of the two nurses. I would want to remain anonymous, and wondered if they had that option.

Yup. And I assume the identities of the folks in Dallas were released for public health purposes (to help with contact tracing, etc), as HIPAA has some public health exceptions.

If this third patient was transported here for treatment, straight from the hot zone to Emory, and has no public contact, then there would be no public health reason to disclose the identity, so the HIPAA privacy rule would apply.
