Catholicism recognizes most Protestant baptisms; that's not the issue. But, yes, only members in good standing and compliant with church requirements will be married.

In the article, the two ministers don't seem to have any kind of congregation or regular meetings; it is just a wedding chapel business in a resort town.

Doesn’t matter. They should still tell the Government to rot in hell. This is a hill worth dying for.
