The hazmat suits are only for when you are doing something that calls for you to put one on.

Exactly! Why would people expect them to wear a full hazmat suit to build hospital? That makes no sense. If they were working as doctors inside of a hospital with ebola patients - that would be a different matter altogether...but even the doctors working there now take off their hazmat suits when they leave those buildings.
