Makes sense to put them out of reach of looters. Control how much inventory comes out of lockup, as each customer requests a purchase.

Ammo is locked up in most stores anyway, but behind easily broken glass. Just saying, you need a sales associate to get the ammo anyway. All that changes is inability to scope out the inventory in advance of hailing the person with the key.
