Since he has in the past blamed not only Israel but those despicable Jews who want to live in Judea and Samaria, it's clear to me he's blaming Israel for the growth in Isis. It's not clear just who he was talking to, but if he was referring to leaders in the region, it's my impression most consider him and his boss dolts, and the US unreliable. At least he's consistant.
