Housing a person who is symptom free 20 days into the quarantine period with a Newbie (just arrived, 1 days into quarantine) in one big "facility" or housing unit would not be smart.

Maybe it works, maybe not. But it’s not expensive and if it doesn’t work you won’t need the money anyway...
