This simply is not possible.
The Democrats in charge of Dallas assured us that simply having these people sign a document stating they would stay off of Rapid Transit, was better than an embarrassing the Obama Administration by declaring a State of Emergency!!
Dallas is an eastern seaboard liberal city plopped in the middle of the Texas plains. All the conservatives moved to Highland Park (city inside of Dallas, but not part of its schools) or the northern suburbs.
Fort Worth is still conservative.
