They designated three others in Dallas over the weekend. None of these are Level 4 units. They’ll have the same problem as THPH did. Unless this is to get ahead of the upcoming explosion curve.

Barry wants commercial airlines to continue importing ebola. For this to get out of hand it will take just one infected person to take a few rides on a crowded NYC subway to create an uncontrolled outbreak.

The risk is mostly to health care workers. It's not terribly infectious early on in the disease. Late in the disease, the victim is not going to feel like riding the subway. Or even talking.

That said, I would probably use a hand sanitizer after riding a NYC subway -- but that was probably a good idea even before Ebola.
