Allegedly 8 Mbps. On rare occasions Netflix will stutter a couple times. Running Trailers on the AppleTV does often stall about 4/5ths thru a 3 minute preview, and/or require a long startup delay (but well under a minute).

If nothing else, keep voting for the option to introduce some competition so that the existing monopoly will have to restrain its price hikes lest the vote pass.
Ideally, you ought to vote to introduce some semblance of free-market competition anyway, but realistically the above may be the best attainable option.
