I think it’s pure propaganda - they are trying to prove to the citizenry that it’s physical contact only - not airborne. If all hazmat, then they worry that the public may think it’s more contagious.

Check youtube, some people are posting videos to the effect that the whole thing is faked. They think it is being faked as an excuse to impose martial law.
