It is well known fact that if your quarantine prisoners in a jail, that the warden and guards won't be able to get inside the jail to control them. Supply trucks won't be able to bring in food.
It is true, though, that if you quarantine idiots in the halls of Congress, that not a damn thing will be able to get through to them.

I also believe that the potential solution that you listed is the only possible one. it isn’t going to happen any other way very sadly.
This genie is out of the bottle as well. This has the potential to be a complete disaster.
