I heard a school district was planning to put cameras overlooking the trashcans so as to document the amount of waste. But heard that the goal was not to identify students throwing out food, just to show how much was being disposed of.

They wouldn't need cameras. They could just count the number of filled trashcans being carted out on a daily basis.

I heard a school district was planning to put cameras overlooking the trashcans...

The goal of that plan (in cali I believe) was that, since the wastage of taxpayer dollars on food was not enough, they could waste more taxpayer dollars on purchasing/installing and then fixating cameras on the wasted food (to say nothing about the manpower to view, study, tabulate, correlate to global warming, etc, all the hours of video.
