What that is saying is one in 22.6 >>>registered<<< voters does not have a Texas drivers license.
The TOTAL population of Texas is currently about 26 million which means half the population is registered to vote.
So in that one half of the total population that are in fact ELIGIBLE to vote and has taken the time to actually register to vote, 1 in 22.6 do not have one of the following...
Texas driver license issued by the Texas Department of Public Safety (DPS)
Texas Election Identification Certificate issued by DPS
Texas personal identification card issued by DPS
Texas concealed handgun license issued by DPS
United States military identification card containing the persons photograph
United States citizenship certificate containing the persons photograph
United States passport

The left has yet to bring out a SINGLE person who doe not have an ID to make him/her eligible to vote.
We know people who work have IDs so no problem there.
So we are left with those who do not work. Of those, there are 2 possible sets of people: receiving benefits of some kind or not. To receive benefits of any kind you need ID so no problem there.
We are left with: people who do not work and have NEVER gotten benefits. How many people fit into that profile?
Answer: none.
